In Vienna (varying according to region), zoning and development plans must be resolved by the municipal council, and are plans that legally fall under the rank of regulations. These regulate the guidelines of land use in the planning area, as well as the condition of development plans. The following classifications of land are shown in zoning plans: grass land, traffic routes, building sites, and special areas.
In contrast, the methods by which areas and the rooms above/underneath them have been constructed, as well as the rights and obligations which stem from these for the area owner, are depicted in the development plan. In addition, the development plan also contains significant alignments, as well as elevations and cross-sections of circulation areas and the corresponding building classes. Furthermore, protected areas, shopping areas, or garden plot operations are identified.
